Either openvas-scanner or openvas-libraries: openvasd looks for libraries in wrong location

Description
When I start the openvasd service, it fails with the line:
/var/tmp/portage/net-analyzer/openvas-libraries-3.1.0_rc3/image/var/lib/lib/openvas/openvas-services could not be found. Install it and try again
I suppose that means that something linked against the build files for openvas-libraries. I'm guessing it's a problem with the libraries, not the scanner, since these files wouldn't exist at the time the scanner was built.
I'm trying to educate myself on how ebuilds (and linking in general) work, but it may be more expedient for the moment for someone else to come up with a fix.
